i strongly disagree with virtual here.
Even though the hair will cover some of the shape.. you will still have to model around it to prevent the head from intersecting with the hair and therefor it will most likely look stretched as it is now. Besides a little bit of vertice manipulation doesnt hurt. Right now it looks more like an alien with a human face. |

What? Please, don't use that as an excuse for incorrect anatomy. If you don't stick to reference proportions and anatomy, it is because you as an artist specifically choose this to contribute to the design of the character (think cartoony characters), but having a realistic character look wrong & alien-like is not the same thing.

post your normal map flat texture. I really dont think its the normal map that is the problem its your setup in maya
