It's pretty much as you said.. diffuse and alpha.. create a watery diffuse texture and alpha mask it. Then add some mist with a particle sprayer. I don't really know much about the particle part, but there should prolly be some info about it on google

Hmm, animating the UV's isn't really nessecary I think. It'd be a lot easier on the performance if you did animate the UV's in an engine like UT3, it's fairly simple aswell.. but for other engines it might be a better idea to animate the texture, no?

I'm currently working on a level at work for the Wii. I'll have 2 waterfalls in it and they'll be pretty low poly and no particles. Something I've not done yet. But having looked at waterfall reference I'll be creating a very simple white texture with transparency. Then it'll be U.V scrolling for the animation on 2 planes scolling at different speeds. The mist will be another simple texture. Anyway. Let me know how you get on. I'll post some more when I get my waterfalls working as well

try Texture Maker - this Texture Maker - The Seamless Texture Generator, but it great for particles. as variant try to search photo reference, and make texture from it ))
