Well, you're using the Orge engine, I know it makes fog pretty well. I know there is an Orge wiki Ogre Tutorials - Ogre Wiki

I agree with everyone else one here and two animated planes should do well, if you don't want to stress the engine.

I don't know if OGRE supports UV scrolling natively, I think you'll have to code it...
