In my opinion it depends on the object. For example I only used Ndo2 on the wall and floor.
For the door entrance and door itself I Baked a high poly for smoother edges than used Ndo2 to add details. Is just a good way to save time on little details like indents,holes, etc

Again just my opinion, maybe someone more experience can elaborate better.

Sometimes you can, like with flat panels or floor tiles.

But for complex shapes where you want to round out edges, you have to use a 3D high poly model to bake the normal map.

Basically if the geometry isn't flat, you need a HP model.
