Apologies for being criminally late with this D: Here's how I do the oil effect layer.

About the dirt brushes for this: you can either improvise by using render clouds and screwing with that, or there's some packs around le internets with various useful brushes. Or you can take photos and make brushes from them, and that kind of stuff. Anyway..

For this example i'll do it on a 256x256 to save time, but you can obviously do this at any res you need.

make a new layer and..


then make another layer
