I don't think your camera is too far away.. as there doesn't seem to be much more detail than that

I think the main problem here is that instead of using a lot of smaller instanced maps/modular pieces for the building. you go with one huge map to cover it all.. and even though it's that big.. it still looks lowres.

Instead, you should texture your model kinda like this: http://www.game-artist.net/forums/tu...s-3ds-max.html
