Yep, you've just got to be a student and have some way to prove it (school ID, something like that),
this is where I've gotten most of the stuff I use. I'm not sure if they only do the US but there are probably international equivalents.
It's a good idea to use free programs or trial versions for a little while to make sure you really want to do it. Even with the discount they are a large investment. I used Blender for about six months before dropping money on maya.
