I decided to give it another go with something a bit more wacky.
I started with a box with 4 segment's on all sides and extruded out to make the basic shape of the left and middle part of the building. I then mirrored the left part of the building over since I didn't have enough time to make both sides by hand. I moved the vertex's around to fit the window's and other part's and that's pretty much it. This building was surprisingly a bit easier to make than the last one; most likely because I learned from the mistakes I made on the first one. I only had to tidy up a bit to get it under the tri limit so that was a time saver.
Overall I still got a lot to learn but I'm somewhat pleased with this building.
