I think you have both made very good points, on one hand its great to have the freedom to experiment and make your own creative decisions with a piece, but on the other hand its also challenging and very useful to a new artist to be given a set of specifications to adhere to (and more true to industry.)
So why not have both? You could either have two winners one using specifications, one free to do as they want. Or alternate from one method to the other in the different competitions.
And my view on the Zbrush argument.. At the end of the day surly an employer isn't going to care how you created a piece just whether or not it looks good?! As an artist you should choose the method that best suits the task.
