So, to start with, let me just say that I had a STACK of fun making this texture. I got to look up a lot of cool fisher-price doo-dads and generally revel in the past Thanks for creating this challenge!

Now, To start with, I went for a generic plastic and minimalistic feel to the texture. whilst I don't think I've nailed it, I think I've certainly learned more about suggesting texture with subtle gradients.
The majority of the box is the one colour (as I'd expect from a toy shop), with stickers slapped on baring the "Rescue Squad" label. These stickers are of a higher specularity, and have a couple of nicks and scratches here and there to denote some sort of use
The locks are the type you'd find on those cops and robbers handcuffs. The mechanism has a switch near the top to release; the key area is a sticker. The chain is multi-coloured and made from cheap plastic, which pushes the toy look that much more.

Ambient occlusion created, blurred and set to 20% opacity. I didn't want it to look too real. Its a toy after all. The image is about fun and bright colours!
