Hmmm... not sure. Depends on what you're doing

This is a RTS
building comp so a ride won't fit the theme. Even if you make a ticket booth for example you still depend on people to bring you money so this might not work as well.

If it's there for protection it won't do as a building. If you somehow prove to us that it is a barracks it will be allowed but you also have to think about that fact that the judges will have something to say about that. Make sure it's an RTS building.

No. If you make a nice ground with some plants around and rocks and stuff like that you can use any specs you want, they don't count. You can't unclude here stuff that goes around your building... like props but "nature" will be fine.
I would keep it simple though... if the environment looks better then your building you're in the wrong comp
