I've not heard of any in Edinburgh. I've heard that there's one up in Dundee that's supposed to be ok, but it's not specifically games, if I recall. I think you might have to look towards England for a specific game art or design degree.
I'm at University of Teesside (in Middlesbrough, England, UK) doing a BA Computer Games Art. I've only completed the first year so far, so my view maybe be kinda biased... but having seen what we've been taught, what we're going to be taught and having spoken to some of the lecturers and graduate students... I wouldn't recommend it so far.
Just get involved with some mods, kick around the game art forums for a couple of years and you'll learn more than university courses will teach you. And even if you're at uni, get involved in mods, too. Seriously, for me the learning and experience has been miles better, faster and more fun.
